Bulgaria's Kremlin-friendly former president Radev wins parliamentary election.

Just to clarify, Rumen Radev is already the President. 'Wins parliamentary election' here probably means a party or coalition *aligned with him* won, not that he personally ran for a parliamentary seat. He's head of state, not government.

Honestly, it's not super surprising if you know the history. Bulgaria has strong historical and cultural ties to Russia, going way back. Not everyone there sees Russia as purely antagonistic, despite the war.

So what does this actually change? Is the EU going to react strongly, or just shrug it off like Hungary?
