Honestly though, the actual clauses *are* worded differently. Article 42.7 TUE is much more explicit about 'all the means in their power' than NATO's Article 5, which is often interpreted as purely defensive within *their own* territory.

Words on paper don't stop tanks. NATO has actual tanks, trained armies, and a common command structure. EU has a bunch of committees and some nice thoughts.

It's all well and good until Germany decides its budget for defense is actually better spent on... whatever Germany decides to spend its money on. The *will* to act is what matters, not just the words on paper. NATO has an actual track record.

Stronger clause, weaker commitment from some members who'd rather free-ride or veto everything. The EU needs real solidarity before it can project 'stronger' anything.
